Structural concrete scanning can help a project investigate selected reinforcement, post-tensioning and embedded services before cutting, drilling, anchoring or altering a slab or wall. It does not reveal everything inside concrete, measure load capacity, diagnose the cause of a crack or certify that a structure or foundation is sound.

This Brisbane and South East Queensland guide explains how to scope scanning for a proposed structural alteration. It separates the scanning operator's interpreted findings from the engineer's design, condition-assessment and approval decisions so each party receives evidence they can use without overstating what the method proves.

Start with the proposed alteration

Provide the location, dimensions, depth, orientation and purpose of every proposed cut, core, chase or fixing. Identify the concrete element, level, grid, drilling face and conditions behind or below it. Mark the approved set-out and name the person who can authorise a change.

The structural question should be clear. The project may need to avoid selected reinforcement or post-tensioning, understand the reinforcement arrangement around an opening, check a proposed fixing zone, compare visible construction with drawings, or gather one input for an engineer's alteration design. A request to "scan the structure" is too broad to define useful coverage or conclusions.

Separate locating from structural assessment

A scanning operator can collect and interpret data within the method and site limitations. The responsible engineer determines what the findings mean for load paths, reinforcement changes, opening groups, edge distances, temporary support, repair or the adequacy of the remaining element.

Concrete scanning alone does not establish:

  • compressive strength, material composition or concrete durability;
  • the cause, activity, depth or structural significance of a crack;
  • corrosion, bond, tendon force or reinforcement condition;
  • the size, cause or structural effect of every void or anomaly;
  • foundation bearing capacity, settlement or soil condition;
  • that every embedded service or tendon has been found; or
  • that an unmarked area is approved or safe to cut.

Those questions may require engineering inspection, records, testing, exposure, monitoring, laboratory work or another investigation method. The responsible professional should define the required evidence rather than treating a scan image as a universal integrity check.

Gather drawings and records without treating them as proof

  • structural and post-tension drawings, schedules and approved shop details;
  • as-built information, prior scans and alteration records;
  • service drawings, isolations and visible entry or exit points;
  • photographs of both faces and the surrounding structure;
  • the proposed cutting, drilling, anchoring or demolition method; and
  • any engineer-defined targets, exclusions, hold points or report format.

Compare records with site evidence and document discrepancies. Concrete can differ from a drawing because of construction tolerances, design changes, repairs and later work. A drawing may guide the investigation, but it should not be used to dismiss a conflicting finding without review.

Define the targets that matter

Scanning works best when the team specifies the target and decision. Reinforcement, post-tensioning and selected metallic or non-metallic service features can respond differently to available methods. Their depth, orientation, spacing, size, material and relationship to nearby targets affect interpretation.

Ask the engineer or project representative what needs to be marked or recorded. Examples include a reinforcement grid across a proposed opening, selected tendon routes, a fixing strip, a clear-zone proposal with stated limitations, or a comparison between two work faces. Avoid expanding a local scan into a claim about the entire floor or building.

Choose methods from the concrete and target

Ground-penetrating radar and electromagnetic locating are different tools with different constraints. Useful method selection depends on the target, concrete thickness, reinforcement congestion, moisture, surface condition, access, nearby interference and whether one or both faces can be inspected.

Signal responses require interpretation. Closely spaced targets, multiple reinforcement layers, limited calibration, obstructions, topping slabs, coatings, mesh and unavailable faces can reduce confidence. The appropriate frequency, antenna, scan direction, grid and processing should be selected by the competent operator for the actual question, not copied from a claim that one frequency penetrates a guaranteed depth.

Do not promise ±2-millimetre cover accuracy, exact tendon depth, full slab thickness or a fixed detection range. Accuracy and uncertainty depend on the system, setup, target, calibration information, material and site conditions.

Plan coverage and references

Agree the scan boundaries and a physical reference system before attendance. A useful plan may identify grids, levels, control points, dimensions from permanent features and the face from which data was collected. Photographs should show the work area, reference marks and proposed alteration.

Coverage needs to extend far enough for the project decision, but more area is not automatically better if the question remains undefined. Record inaccessible zones, surface obstructions, edges, penetrations and areas where the method could not produce a reliable interpretation.

Use marks as interpreted findings

On-surface marks can help the cutting or drilling team relate findings to the approved set-out. Define colours, symbols, line centres, confidence or uncertainty notation and whether the mark represents an interpreted centreline, boundary or avoidance area. Protect the marks until the follow-on work and confirm how changes will be recorded.

A mark is not a service isolation or an engineering approval. Review uncertain zones and conflicts before cutting. If the project moves an opening after scanning, determine whether the new location requires another scan and approval.

Coordinate post-tensioned and structural concrete

Post-tensioned concrete can present significant structural and safety consequences if a tendon is damaged or released. The responsible engineer or authorised project party should define the alteration, scan requirements, exclusion or investigation process and any temporary support. The scanning operator should not authorise tendon cutting or infer the complete tendon profile from an isolated response.

For other reinforced elements, the engineer should determine whether reinforcement may be interrupted, retained, exposed, supplemented or avoided. A cutting contractor should not decide that a bar is non-structural from diameter, spacing or location alone.

Keep service locating and isolation connected

Service drawings, visible routes, scanning and other locating information should be combined with the applicable identification, isolation and verification process. Before You Dig Australia can obtain plans from affected registered asset owners for relevant outdoor or underground work, but its official FAQs should not be interpreted as a map of every privately owned or building-embedded service.

Workplace Health and Safety Queensland's underground electrical incident guidance also notes that BYDA excludes private property and describes the need for other service information and locating steps. For a building slab or wall, coordinate with the responsible electrical, hydraulic, fire, gas, communications and other service parties.

Define useful deliverables

Deliverables should match the decision and may include:

  • on-surface markings referenced to the approved alteration;
  • photographs with control dimensions and scan boundaries;
  • an annotated plan, sketch or data image where agreed;
  • the method, work face, coverage and target priorities;
  • interpreted findings with uncertainty and limitations;
  • inaccessible or unresolved areas and recommended next steps; and
  • a handover discussion with the engineer or follow-on work team.

Do not request a generic "structural integrity certificate" from a scanning contractor. If the project requires an engineering report or approval, define the engineer's scope and the scan information they need.

Plan the follow-on cut or drill

Review the scan findings, limitations, drawings and service controls before intrusive work. Resolve conflicts with the approved set-out and identify the person who can release the hold point. Protect the far side and level below, plan core or cut-section handling, and coordinate support, lifting and reinstatement.

Cutting and drilling also process crystalline-silica-containing concrete. WHSQ publishes current core saw and drill guidance and the crystalline-silica-substance processing framework. Scanning does not replace those task controls, service isolations or the project's risk-management process.

Structural scanning quote checklist

  1. Site, level, work face, access, programme and contact.
  2. Proposed cut, core, anchor or alteration with dimensions and depth.
  3. Element type, drawings, post-tension information and alteration history.
  4. Engineer-defined targets, exclusions, questions and approving authority.
  5. Known services, isolations and other locating information.
  6. Coverage, reference grid, mark-out convention and photograph requirements.
  7. Required sketch, report, data, limitations and handover format.
  8. Follow-on method, far-side conditions, structure, support and hold points.

Structural scanning questions

Can a scan prove that a slab or foundation is sound?

No. Scanning may provide selected information within its method limits. Structural or foundation condition and adequacy require assessment by the responsible engineer using the evidence appropriate to the question.

Can scanning show every post-tension tendon?

No method should be presented as a guarantee. Detection and interpretation depend on target, depth, congestion, material, access, equipment and site conditions. Use the result within an engineer-led approval process.

Does a marked clear area authorise cutting?

No. The project must consider the scan limitations, structure, services, isolations, set-out, support, far side and site controls before authorising work.

This checklist helps you prepare a clear first discussion. It does not set the cutting method. It does not replace engineering, service locating, permits, site rules or a task risk review. Start with the facts you know. Mark the facts that still need a competent person.

State the result in plain words

Write one sentence about the finished result. Say what must be cut, drilled, scanned, ground or removed. Add the reason for the work. State what must stay in place. Mark the start and end points. If a drawing controls the work, name its number and revision.

Use dimensions that can be checked. Add the opening width and height. Add the cut length or hole diameter. Note the likely depth. State whether the work is in a slab, wall, beam, pavement or another element. Do not guess if the structure is not known. Record that gap.

Prepare a simple site map

Draw the work area. Mark the street, gate and entry path. Show stairs, lifts and narrow turns. Add the work face. Mark occupied rooms and public areas. Show where people and vehicles move. Add the closest practical load point. Keep the map with the photos.

Walk the access path before the call. Measure tight doors and gates. Note soft ground, steep grades and low clearances. State if the work is above or below ground. Say whether normal site activity must continue. Access can affect the method, setup and safe work area.

Collect clear photos

Take one wide photo of the whole work zone. Then take close photos of each marked cut or hole. Put a tape, rule or known object in the frame for scale. Photograph both sides of a wall or slab when access allows. Name each file by area and date.

Photos are a starting point. They do not prove what is inside concrete. They do not confirm structural approval. Add current drawings and service information where they exist. Tell the reviewer when a photo is old or when the site has changed since it was taken.

Record the concrete and structure

Say whether the concrete is new or existing. Note visible cracks, patches, joints and coatings. Record known reinforcement or post-tensioning information. Add the responsible engineer or designer when structural work is involved. Do not treat an old drawing as verified without the right review.

Mark any part that must be supported before a cut is complete. Think about the weight and shape of each released section. State who owns the support, lifting, removal and disposal plan. These items need agreement before work starts. They should not be left as an on-site surprise.

Identify services and hidden items

Gather current service drawings and site records. Mark known power, water, gas, data, fire and drainage routes. Use the relevant locating process for the site. Scanning can add useful information, but it cannot promise that every hidden item will be found. Keep that limit in the plan.

State who will review scan results and approve the marked work. Add any exclusion zone around a found item. Record the next step if information conflicts. A clear hold point lets the team pause before a cut or hole crosses an uncertain area.

Describe the work environment

Say whether the area is inside or outside. Note nearby homes, shops, offices, patients, students or site workers. Add any site limit for noise, water, dust, vibration or work hours. State who sets each limit. Share building rules and induction needs before the work date.

Concrete processing can create respirable crystalline silica. The work plan should follow current Queensland requirements and the site risk controls. Do not rely on a broad web statement for a task-specific control. The responsible parties should set the method, equipment, isolation and protective measures.

Plan water, slurry and waste

Confirm whether water is available and where it may be used. Mark drains and sensitive finishes. State how slurry, dust and loose material will be contained. Add the waste route and disposal responsibility. Protect nearby areas before work starts. Do not assume runoff can enter a drain.

List finishes that must stay clean. Add walls, glazing, ceilings, equipment and occupied rooms. State who moves loose items. Note any wet work that must happen first. Give fresh paint, flooring and joinery enough separation from cutting or removal work.

Set the work window

Write the earliest access time and the required handover time. Add site opening hours. Note deliveries, traffic peaks and other trades. State whether the area can close. If it must stay partly open, mark the route that remains available and the person who approves the arrangement.

Ask about setup, work, clean-up and handover as separate stages. Avoid a timing promise before the scope and constraints are reviewed. A small change in access, depth, reinforcement or section handling can alter the sequence. Keep room in the program for new site facts.

Make quote comparisons fair

Give each contractor the same brief. Use the same drawing revision and dimensions. Ask what is included for setup, scanning, cutting, supports, lifting, removal, protection and clean-up. Note the assumptions in each price. Compare the written scope, not only the total.

Ask what information is still missing. Ask which party must provide it. Record items that may change cost or timing. State how a change will be raised and approved. Keep the final quote, scope and attachments together so the site team can use one current record.

Prepare the day before work

Check that the approved marks are still visible. Confirm access, keys and inductions. Move loose goods as agreed. Tell affected people about the work zone. Check that the responsible site contact can be reached. Share any change in the structure, services, program or nearby activity.

Use a short pre-start walk. Match the site to the brief. Check each marked location. Review access and exclusion areas. Confirm the change process. If a key fact is not clear, pause that part. A short pause is better than carrying an unchecked assumption into the work.

Keep a clear work record

Name each area in the same way on the drawing, photos and notes. Record agreed changes. Add the date and the person who approved them. Keep scan markings and hold-point records with the job file. Take progress photos where the site rules allow.

At handover, walk the work area in good light. Check the agreed openings, edges and removal area. Note any item that still needs attention. Confirm clean-up and waste responsibilities. Record when barriers or supports may change. Ask the responsible party before removing a control.

Build a one-page brief

Put the job name and suburb at the top. Add one current site contact. State the finished result in one line. List the dimensions below it. Add the drawing revision, photo file names and known service information. Mark the work face and access path. Note the required work window. Keep open questions in a separate list so they cannot be mistaken for confirmed facts.

Give each open question an owner. The engineer may need to confirm a structural point. The site team may need to confirm access or isolation. A locator may need to review a marked area. The client may need to choose a finish or disposal option. Add a due date where it helps. Update the brief when an answer arrives, and keep the old version out of the active site file.

Use plain labels. Write “wall opening” instead of an internal nickname. Write the actual floor or room. Add north, south, east or west when two areas look alike. Keep dimensions in one unit. Show whether a depth is confirmed or estimated. A short, consistent brief reduces avoidable questions and gives every party the same starting point.

Send a useful first enquiry

Start with the suburb and site type. Add the required result, dimensions and material. Attach the plan and clear photos. Note access, services, occupied areas and preferred timing. List the approvals already held. Mark each open question. This gives the first review a practical base.

A clear field guide from first walk to handover

Pick one lead for the job. Give that person the full file. Add the site map. Add the cut list. Add clear photos. Add the key dates. List all site rules. Share the same file with each firm. This helps each quote start with the same facts.

Keep the file small. Use one live copy. Name the old copies as old. Do not leave two plans with the same name. Add the date to each new plan. Tell the site team when a file has changed. A clear file can stop an old mark from being used.

Walk the site in a set order

Start at the road. Walk to the gate. Walk to the load point. Walk to the work face. Check each turn. Check each step. Check each door. Look up for low pipes and beams. Look down for soft ground and trip points. Write each limit on the site map.

Walk the same path back out. Think about tools and waste. Think about a cut piece that may be hard to move. Mark the path that staff will use. Mark the path that guests will use. Keep those paths apart from the work zone where the site plan allows.

Give each work area a short name

Use names such as north wall, bay two or ground floor east. Put the same name on the plan. Put it on the cut list. Put it in each photo name. Use it in site notes. This makes a short call much more clear. It also helps the next shift find the right place.

Do not use a name that only one trade knows. Avoid words such as here, there or the old spot. Add a room, grid or floor. Add a side of the wall. Show an arrow on the plan. A plain label can stop work from being set out on the wrong face.

Make the first marks easy to check

Mark each hole and cut in a clear way. Add a number. Add the size. Add the depth if it is known. Add the side of the work. Put the same number on the list. Do not write over an old mark. Remove or cross out a mark that no longer forms part of the work.

Check marks in good light. Read them from the place where the work will start. Ask the site lead to check the plan. Ask the right design party to approve work that can change the structure. Keep proof of each key check with the job file.

Use a photo set that tells one story

Take a wide shot first. Show the whole area. Take a mid shot next. Show the mark and its place. Take a close shot last. Show the size and surface. Put a tape in the close shot. Use the same area name in all three file names.

Add the date. Add a note if the mark is not final. Show both faces of a wall when you can reach them. Show the space below a slab when it can be seen. Keep raw files. Do not crop out a fact that helps show the site or the access limit.

Check the plan against the real place

A plan can be old. A wall can move. A service can be added. A room name can change. Check the plan on site. Note each gap. Do not make the plan fit by guess. Raise the gap with the person who owns the plan. Wait for a clear answer where the gap may change the work.

Write the plan number on the brief. Add its date. Add the page that shows the work. If a sketch is used, state who made it. State who checked it. Keep the sketch with the main plan. Do not let a loose screen shot become the only site guide.

Keep hidden items in mind

Concrete can hide bars, wires, pipes and voids. Site records may help. A scan may help. A scan has limits. No one broad step can prove that every hidden item is found. Mark what is known. Mark what is not known. Set a stop point for any new or unclear sign.

Ask who will read the scan. Ask who will clear the mark. Add a safe gap where the site plan calls for one. Keep the marks dry and clear. If a mark is lost, do not guess its old place. Raise the issue. Check the area again before the cut or hole starts.

Set the work zone before gear arrives

Show the work zone on the map. Add room for the tool and the person who will use it. Add a path for cords and hoses. Add a place for water and waste. Add a place for each cut piece. Keep doors and fire paths in view. Ask the site lead to approve the zone.

Tell staff which path is shut. Put signs in the right place. Keep kids and pets away. Keep guests out of the zone. Check the zone at each new shift. Fix a trip point at once. Move waste before it blocks the path. Keep light on the marks and the work face.

Plan the cut piece before the cut

A cut can free a heavy part. Work out its size and likely weight. State how it will be held. State how it will be moved. State where it will go. Check the load path. Keep people out from below or beside it. Use the plan set by the right site and design parties.

Do not wait for the last edge to talk about the piece. Put the lift and support step in the scope. Add the owner of each task. Check the gear path. Check the set-down point. Stop if the real part does not match the plan. Raise the change before the cut goes on.

Make water and dust steps clear

Find the water point. Check who may use it. Mark each drain. Keep run-off out of a place where it does not belong. Set the way slurry will be caught. Set the waste path. Protect walls and goods near the work. Tell the team if the area must stay dry.

Dry dust can harm health. Wet work can add slip and run-off risk. The job plan must use the right site controls. Follow the current rules and the task review. Check the controls through the shift. Stop and fix a failed control. Do not let a short job skip a key step.

Write down the noise and time limits

State the first time work may start. State the last time it may run. Add any quiet time. Note homes, shops, care rooms and work areas near the site. Tell the team about a test, class or meet that needs less noise. Keep the site contact phone close.

Do not promise a finish time from a photo alone. Setup takes time. Checks take time. Clean-up takes time. A new site fact can change the plan. Add a fair work window. Tell other trades what may close. Leave a gap before the next task where the site needs one.

Use a short pre-start talk

Meet at the work face. Read the area name. Check the mark. Check the plan. Check the service note. Check the access path. Check the work zone. Check the cut piece plan. Name the site lead. Name the person who may approve a change. Keep the talk tied to the real job.

Ask one simple question: what has changed? A door may be shut. A trade may be in the way. A mark may be lost. A new pipe may be in view. The weather may affect the area. Write down the change. Fix the plan before that part of the work begins.

Keep each change plain

Stop the part that has changed. Take a clear photo. Mark the place on the map. Write one short note. Add the time. State why the old plan no longer fits. Send it to the right person. Ask for a clear yes, no or new step. Keep the answer with the file.

Do not hide a cost or time effect. State it before the new task starts. Check who may approve it. Put the new size or method in the scope. Share the change with the site team. Remove the old mark if it could cause doubt. Use the new plan from then on.

Run a small end-of-shift check

Look at each area in good light. Note what is done. Note what is still open. Check the work zone. Check each cut piece. Move loose waste. Keep paths clear. Take one wide photo. Add close shots where they help. Name the files by area and date.

Tell the next shift about each hold point. Show them the live plan. Show them any new mark. Do not rely on a quick word at the gate. Put the key facts in the note. A short written handover helps the next person start with less doubt.

Check the work at handover

Use the cut list for the walk. Check each number. Check each size. Look at edges and the work face. Note any part that needs a talk. Check the agreed clean-up. Check that waste has gone to the right place. Keep guards and supports until the right party clears them.

Save the final plan. Save the change notes. Save the scan and mark records. Save the final photos. Add the work date. Add the handover contact. Give the site team the parts they need. A small, clear file can help when the next trade starts or when a later question is raised.

Use the file after the work

Keep the final record with the site plan. Mark the new hole or opening. Note a part that was moved or changed. Tell the asset owner what the file shows. Do not claim the file shows more than it does. Keep a clear note of each limit and each fact that was not checked.

Review the file before more work starts in the same area. The old photos may help, but the site may have changed. Walk the place again. Check the marks again. Use the last file as a lead, not as proof. Start the next task with a fresh site check.
