Roadway concrete cutting can support pavement repairs, service works, trenching, joint work and infrastructure alterations, but the cutting contractor is only one part of a live-road operation. The road manager, permit holder, traffic-management parties, service owners, designers, principal contractor and cutting crew must coordinate the work before plant enters the road corridor.
This Brisbane and South East Queensland guide explains the information a concrete-cutting team needs to quote and deliver approved roadway work. It does not promise an uninterrupted road, exact underground detection or a universally fast closure. The safe and practical method depends on the road authority, permits, approved traffic arrangements, pavement, services, public interfaces, work window and reinstatement scope.
Identify the road manager and approval pathway
First confirm whether the work is on a Brisbane City Council road, a state-controlled road, another council road, private infrastructure or an internal site road. Different asset owners and road managers can require different applications, technical standards, notices, bonds, inspections and restoration details.
For affected Brisbane Council roads, the current Road Corridor Permit System covers temporary road closures, construction works zones and certain other disruptions. Council's road-closure permit guidance explains that an approved Council assessment may also need Queensland Police Service approval for a closure. Confirm the current pathway for the specific location rather than treating a traffic-control booking as permission to occupy or cut the road.
Applications and approvals should be led by the party responsible for the road-corridor work. Give the cutting contractor the approved work window, conditions, drawings, traffic arrangements, restoration requirements and contacts early enough to check that the proposed method can comply.
Build cutting into temporary traffic management
Concrete-cutting plant, hoses, generators, slurry recovery, support vehicles, workers and removed sections all occupy space. The traffic plan needs to account for the complete operation, not just the saw line. Consider traffic lanes, cyclists, pedestrians, public transport, driveways, intersections, emergency access, nearby work crews and plant movements.
The Queensland Department of Transport and Main Roads maintains the current temporary traffic management framework, including the Queensland Guide to Temporary Traffic Management and related requirements. The competent traffic-management parties should design, implement and monitor the applicable arrangements. A concrete cutter should not invent a traffic guidance scheme or change an approved closure because the cut takes longer than expected.
Define who can release the work zone, pause traffic, change a stage and authorise reopening. Include a response for congestion, weather, a damaged surface, service conflict, plant failure, an incomplete cut or an overrun beyond the approved window.
Confirm the pavement and structural scope
Provide the pavement type, thickness information, reinforcement, proposed line and depth, joint layout, base conditions and required edge or finish. Road slabs, bridge decks, culverts, crossings and suspended or supported elements are not interchangeable. The designer or asset owner should approve changes that affect structure, load transfer, reinforcement, drainage or durability.
State whether the work is full-depth cutting, partial-depth joint work, a trench boundary, a repair perimeter or another task. Identify areas where overcut, spalling, damaged reinforcement or an irregular edge would be unacceptable. If sections will be lifted, define their expected size, lifting points, travel path, stability and disposal destination.
Locate services without claiming certainty
Obtain current plans from relevant registered asset owners through Before You Dig Australia where applicable, along with council, project and private-service records. Inspect surface features, pits, valves, markings, previous repairs and service entry points. Coordinate with the responsible asset and service parties.
Concrete scanning or other locating methods may help investigate selected targets, but no scan should be described as showing exactly where every underground or embedded service sits. Detection and interpretation depend on the target material, depth, orientation, moisture, reinforcement, pavement layers, access, equipment and site conditions. Record the coverage, findings, uncertainty and areas that could not be resolved.
Plans and scans do not replace isolation, proving, non-destructive exposure, engineering review or an asset owner's requirements. If the approved cut conflicts with a possible service or structural feature, stop at the hold point and have the responsible party decide the next step.
Select cutting plant from the whole work zone
A road saw may suit long horizontal cuts with suitable access and support, while other methods may be considered for deeper, constrained or structurally sensitive work. Selection depends on concrete depth and reinforcement, edge requirement, access, available power and water, allowable vibration, noise, exhaust, slurry control and the sections to be handled.
Plan plant entry, setup, refuelling or power, hose and lead routes, blade changes, exclusion zones and removal of cut sections. Keep traffic arrangements and workers separated from operating plant as the approved plan requires. The method should also consider nearby properties, sensitive equipment, weak surfaces and any asset-owner limits.
Control silica for the roadway task
Powered cutting of concrete processes a crystalline silica substance. Queensland's current silica-processing guidance requires controlled processing and identifies effective wet suppression, on-tool extraction, local exhaust ventilation, isolation and enclosed filtered cabins as available engineering-control categories.
If wet cutting is selected, water must be delivered effectively at the cutting point in accordance with the plant and task requirements. The work plan still needs to address other people in or near the zone, respiratory protection where required, visible emissions, cleanup, and the possibility that wet residue can become airborne if it dries and is disturbed.
Capture slurry and protect drainage
Plan the water source, flow, containment and recovery before cutting. Concrete slurry should not be allowed to enter stormwater infrastructure, spread into live traffic, cover markings, create a slip risk or dry as residue. Identify pits and drainage paths, then use suitable protection, bunding, collection or wet-vacuum recovery for the task.
Agree how recovered material will be stored, transported and disposed of under the site, road-manager and environmental requirements. Keep the work zone clean enough for the next activity and for reopening. Do not describe a wet method as "dust-free" or slurry as harmless water.
Coordinate noise, vibration and adjacent receivers
Roadway work can affect nearby homes, businesses, structures, utilities, instrumentation and road users. Provide the work hours, receiver constraints and applicable project limits. Where vibration consequences matter, the responsible engineer, asset owner or vibration specialist should define the assessment and monitoring approach.
Diamond cutting is not vibration-free, and no contractor should promise a universal noise or vibration reduction. The outcome depends on the plant, blade, material, support, condition, operating method and receiver. Use project-specific evidence and agreed stop-work triggers.
Protect the programme with hold points
A realistic sequence might include approval confirmation, traffic setup, service and structural release, set-out check, plant inspection, trial or first-cut review, staged cutting, section removal, cleaning, edge inspection, reinstatement and road reopening. Assign who accepts each stage.
Programme float should account for services that differ from records, thicker or more heavily reinforced pavement, access delays, weather, water-supply interruption, plant problems, rejected slurry containment and additional repair. A short cutting duration does not remove the need for these decisions.

Can the cutting contractor approve a road closure?
No. The applicable road manager, permit and traffic-management pathway determines who may approve and implement the closure or occupation. Confirm the current conditions for the location.
Does concrete scanning guarantee that a cut will miss every service?
No. Scanning provides interpreted information within method and site limitations. Combine it with plans, visual evidence, asset-owner information, isolations, exposure or other verification and project approval.
Can a road saw cut while traffic continues beside it?
Only if the approved traffic and work-health-and-safety arrangements provide a suitable work zone for the complete operation. The cutting contractor should not decide this from road width alone.
Who decides when the road can reopen?
The approved permit and project arrangements should name the authorised party. Cutting completion alone may not be enough; cleaning, inspection, reinstatement, markings, barriers or another acceptance step may still be required.
