Core drilling can create circular penetrations for plumbing, drainage, electrical conduits, communications, fire services, refrigeration and mechanical installations. It is not a method for discovering a concealed service by drilling toward it. The opening should be approved, existing services investigated and affected systems controlled before the bit enters the concrete.
This Brisbane and South East Queensland guide explains how clients, builders and service trades can define a useful drilling scope. It does not promise that every embedded or underground service can be detected, prescribe a universal clearance, or transfer design, isolation and reinstatement responsibilities to the drilling contractor.
Define the new service penetration
Start with the service being installed or altered. The responsible plumber, electrician, fire contractor, mechanical contractor, designer or project representative should confirm the required route, opening size, sleeve or insert, falls, clearances and final connection details. Mark the approved centre or opening on the correct drilling face and identify who can authorise a change.
The drilling scope should record the diameter, depth or concrete thickness, direction, quantity, tolerance, edge condition and purpose. If a service needs several openings, coordinate them as a set rather than treating each mark independently. Conflicts between structure, existing services, fire compartments, waterproofing, access and installation geometry may require the route to be redesigned before drilling.
Separate the new service from existing-service locating
The phrase "core drilling for utilities" can cause confusion. Cutcore can drill an approved concrete opening for a building service. Locating an existing electrical cable, water pipe, gas line or communications route is a separate investigation with its own records, methods, limitations and responsible parties.
For outdoor excavation or subsurface work, Before You Dig Australia can obtain plans from affected registered asset owners. Those plans do not map every privately owned service, informal alteration or item embedded in a building slab or wall. Workplace Health and Safety Queensland also warns in its underground electrical incident guidance that the BYDA service excludes private property and that other records and locating steps are needed.
For a building penetration, gather relevant structural, post-tension, electrical, hydraulic, fire, mechanical and as-built information. Confirm visible service entry and exit points, previous alterations, the workplace's asset information and any affected service-owner requirements. Treat records as evidence to assess, not proof that the hidden construction exactly matches a drawing.
Use scanning with a defined question and stated limits
Concrete scanning can reduce uncertainty about selected reinforcement, post-tensioning and services where the target, material, depth, congestion, access and method allow. It does not make concrete transparent and should not be sold as a guarantee that every unmarked area is clear.
Agree the scan face, proposed opening, targets of concern, coverage, mark-out convention, deliverables and response to uncertain findings. Multiple reinforcement layers, moisture, close targets, limited access, material type and operator interpretation can affect the result. Do not copy a fixed 300-millimetre clearance, detection depth or "safe zone" from a marketing article. The responsible team must decide how the information and uncertainty affect the proposed route, isolation, verification and permission to drill.
Control electrical and other active services
A surface mark does not isolate a service. The responsible electrical contractor, service owner or other authorised party should identify, isolate and verify the affected system using the process required for that work. Consider alternative supplies, backfeeds, shared systems and the impact on occupants or operations. If a service cannot be controlled as planned, stop and reassess the opening rather than relying on distance alone.
Workplace Health and Safety Queensland's construction electrical-safety guidance addresses site supply, equipment condition, wet conditions, safety switches and work near electrical lines. The exact electrical duties and exclusion requirements depend on the installation and work; a generic core-drilling page should not invent one rule for every cable or project.
Water, gas, fire, refrigeration, medical, process and communications services can create different hazards and operational consequences. Confirm the affected trade, service owner, shutdown window, residual contents, testing and return-to-service process before work begins.
Resolve structure and post-tensioning
Only the responsible engineer or authorised project party should approve a structural or post-tensioned location. A scanning mark or drilling contractor's site observation does not establish that reinforcement can be cut, that a tendon may be disturbed, or that the remaining element is adequate.
Provide the approved set-out and any conditions relating to supports, sequencing, reinforcement, edge distance, opening groups or temporary works. If the drill encounters unexpected reinforcement, a void, movement, a different material or another condition that conflicts with the plan, stop and escalate through the project's change process.
Plan the far side, core and work zone
Confirm what is behind or below the concrete. Protect people, equipment, finishes and active spaces from the emerging bit, retained core, water and slurry. Decide how the core will be supported, caught, lowered, labelled or disposed of before breakthrough. Suspended, wall, overhead and angled drilling need controls that reflect the orientation and access.
The work zone may also need occupant communication, traffic or pedestrian control, work-at-height arrangements, noise constraints, ventilation, lighting and emergency access. A small service hole can still affect a hospital, tenancy, plant room, production area or occupied residence if the surrounding work is not coordinated.
Use current silica, water and slurry controls
Core drilling mechanically processes concrete and can generate respirable crystalline silica. Workplace Health and Safety Queensland publishes task guidance for core saws and drills and the current crystalline-silica-substance processing framework. The site must use the applicable risk-control process and controls that suit the selected equipment and task.
Integrated water can be an important engineering control, but it does not remove the need to manage water supply, electrical conditions, hose routes, slips, wet vacuum or other recovery, protection of finishes and lawful slurry disposal. Collect slurry before it dries. Do not copy fixed water rates, respirator rules or slurry-colour troubleshooting instructions from another project's article.
Check hazardous materials and existing finishes
Older buildings and altered service zones may include asbestos-containing material, lead, contaminated residues, membranes, coatings, fire-stopping products or other materials that are not identifiable from appearance. Review the workplace asbestos register, surveys and other hazardous-material information before disturbance. Wet drilling does not make unassessed hazardous-material work acceptable. If the proposed route affects an unknown product, obtain the appropriate assessment and approval before drilling.
Coordinate drilling with the installing trade
A useful sequence assigns each handoff:
- Design and set-out: the service route, opening and acceptance requirements are approved.
- Records and investigation: drawings, asset information, scanning and other locating inputs are reviewed with their limitations.
- Controls: structure, services, isolations, access, far-side protection, silica, water, slurry and occupants are addressed.
- Drilling: Cutcore performs the agreed opening and stops for changed conditions or a failed control.
- Handover: the completed location, nominal dimensions, visible edge condition, unexpected findings, core status and cleanup are recorded as agreed.
- Installation and reinstatement: the responsible trade installs and tests the service and completes the required sealing, fire stopping, waterproofing, acoustic or structural work.
Core drilling does not itself certify the service installation, preserve a fire rating, restore waterproofing or prove that nearby concealed systems remain functional. Allocate those decisions and records before the work starts.
Information to send for a service-penetration quote
- site address, contact, working hours, access and programme;
- the service type, installing trade and purpose of each opening;
- approved drawings, marked photographs and set-out authority;
- diameter, thickness, direction, quantity, tolerance and required finish;
- structural and post-tension information plus scanning and service records;
- isolation, shutdown, hazardous-material and permit requirements;
- orientation, work height, conditions behind or below the concrete and core-handling plan;
- power, water, silica, slurry, noise and occupied-area constraints; and
- sleeve, protection, cleanup, reinstatement and handover responsibilities.
Core drilling for services: common questions
Can Cutcore locate every service before drilling?
No. Cutcore can provide agreed concrete scanning and drilling services, but detection depends on the target, material, access, method and site conditions. The project must combine relevant records, locating work, isolations and approvals.
Does BYDA cover services inside a building?
BYDA returns information from affected registered asset owners for its enquiry area. It should not be treated as a complete map of privately owned or building-embedded services.
Who decides whether a hole can move?
The person authorised under the project's design and coordination process. A drilling contractor should not move a structural or service penetration merely because another spot is easier to drill.
