Concrete core drilling creates circular openings for selected services, anchors, testing or construction work. A useful plan defines the opening and the surrounding risks before equipment is selected. Hole diameter alone does not determine the method: the structure, reinforcement, post-tensioning, hidden services, access, orientation, concrete thickness, retained core, water and slurry, power, people and required finish all matter.
This Brisbane and South East Queensland guide is for scoping and coordinating work. It does not prescribe drill speed, feed pressure, anchor method, exclusion distance, water flow, extension lead, bit life or maximum capacity. Those decisions belong in the site-specific method and the selected equipment and consumable manufacturers' current instructions.
Define the opening and who approves it
Provide the location, diameter, depth, direction and purpose of every proposed core. Mark the approved set-out on the correct face and identify the required tolerance, edge condition and whether the core must be retained. If an opening passes through a slab or wall, confirm what is on the far side and how the emerging bit, water and core will be controlled.
The project team should determine whether the element is structural or post-tensioned and who has authority to approve the location. A drilling contractor should not infer structural function from appearance. Changes made after scanning, engineering or coordination should be documented and re-approved through the project's process.
Gather records, then test the assumptions
- structural, post-tension and approved shop drawings;
- service drawings, isolation information and visible entry or exit points;
- as-built records, prior scan information and alteration history;
- the workplace asbestos register or other hazardous-material information where relevant;
- photographs of both sides, access dimensions and surrounding finishes; and
- the installation, testing or construction work that follows the hole.
Records are inputs, not proof that the concrete matches a drawing. Resolve discrepancies before intrusive work. If the opening is near a live system, critical process or occupied area, the project may need additional locating, isolation, verification and permit steps beyond the drilling scope.
Use concrete scanning with stated limitations
Concrete scanning can reduce uncertainty about selected reinforcement, post-tensioning and services where the target, access, method and material allow. It cannot make concrete transparent or guarantee that an unmarked zone contains nothing.
Agree the scan face, coverage, target priorities, mark-out convention, deliverables and uncertain-zone response. Depth, reinforcement congestion, moisture, target material, limited access and interpretation can affect results. Plan for the core and the far side
A concrete core can be heavy, and the final breakthrough can release the core, water and debris. Define how the core will be retained, supported, caught, lowered, lifted, labelled or disposed of. Protect people, equipment and finishes below or behind the work.
Suspended, wall, overhead, angled and restricted-access drilling can create different plant-stability, falling-object, work-at-height, manual-handling and recovery issues. The method should address the actual orientation and access rather than assuming that a hand-held or rig-mounted setup is suitable from diameter alone.
Use the current Queensland silica controls
Workplace Health and Safety Queensland states that rig-mounted and hand-held core drilling can generate respirable crystalline silica. Its task-specific core saw and drill guidance explains the control pathway, including integrated wet methods for rig-mounted work, equipment inspection, operation to manufacturer instructions and cleaning slurry before it dries.
Queensland's additional crystalline-silica-substance processing requirements have applied since 1 September 2024. The site must use the applicable risk-control process and current code. Do not copy a universal respirator rule, water rate or air-monitoring conclusion from a marketing article.
Wet drilling is an engineering control, not the whole work plan. Controls must suit the task and be set up, used, maintained and reviewed correctly. Where a different control method is proposed, the responsible duty holders must confirm the evidence and requirements that support it.
Contain water and slurry without creating another hazard
Plan the water source, isolation, collection, wet vacuum or other recovery, protection of finishes and lawful disposal route before work starts. Prevent slurry from spreading into occupied areas, unsuitable drains, electrical equipment or the level below. Clean it before it dries and can release silica dust.
Water can also change slip and electrical risks. Protect hoses and leads from traffic, sharp edges and damage, keep required access clear and stop if a control fails. Check hazardous materials before disturbance
Concrete, coatings, membranes, fire-stopping, service penetrations and adjacent building products may have a history that is not visible at the surface. Where asbestos-containing material could be present or disturbed, use the workplace register, survey or competent assessment and the applicable management or removal process before drilling.
WorkSafe Queensland's asbestos guidance explains identification, registers, management plans and control responsibilities. Wetting a material or using a core drill does not make unassessed asbestos work acceptable.
Select equipment from the approved task
The drill, rig, mount, bit, power source and water or extraction equipment must suit the material, reinforcement, diameter, depth, orientation, access and manufacturer limits. Do not infer a safe hand-held threshold, anchor type, RPM or drilling depth from another project's article.
- Confirm the equipment and consumables proposed for the actual opening.
- Inspect the plant, mounts, bit, guards, hoses, leads, controls and dust-control components as required.
- Provide a stable work area and an operator position that suits the orientation.
- Plan what happens if unexpected reinforcement, a void, service, water path or different material is encountered.
- Stop and reassess unusual movement, loss of control, damaged equipment or a failed dust, water or slurry control.
Operational troubleshooting such as changing speed, feed, water or bit-conditioning technique should follow the selected manufacturer's information and the competent operator's method. A public planning guide should not instruct an unqualified reader to improvise around binding, glazing, reinforcement or damaged plant.
Coordinate occupied and complex sites
Confirm inductions, permits, work hours, noise constraints, access restrictions and communication with other trades or occupants. Isolate the work area from people who are not involved and protect the far side, openings and any level below. Plan ventilation, lighting, egress and emergency access.
Noise, vibration, confined-space conditions, work at height, structural support, post-tensioning, live services and lifting can each require additional controls or competent advice. A small-diameter hole is not automatically a low-risk job when the surrounding conditions are complex.
Define the handover before drilling
A clear acceptance process might record the completed location, diameter and penetration path, visible edge condition, unexpected findings, retained core status, slurry cleanup and any area requiring follow-on repair or inspection. The project should also identify who accepts the opening and reinstates fire, waterproofing, acoustic, structural or service systems after drilling.
Core drilling does not by itself certify the structure, identify a laboratory sample, reinstate a rated penetration or prove that a concealed service remains functional. Allocate those responsibilities to the appropriate parties.

- Site address, contact, working hours and required programme.
- Drawings, photographs and marked location of each core.
- Diameter, depth, direction, quantity, tolerance and required finish.
- Structural and post-tension information plus the approved set-out authority.
- Known services, isolation, scanning and hazardous-material records.
- Access, orientation, work height and conditions on the far side or level below.
- Power, water, silica, slurry, noise and occupied-area constraints.
- Core retention, lifting, disposal, protection, cleanup and handover requirements.
