A concrete core can be drilled to create an opening, provide a sample for a defined investigation, or do both. Those outcomes require different records. The drilling contractor can document what was drilled and transfer a retained core, but drilling alone does not determine concrete strength, diagnose a structure, certify regulatory compliance or approve the completed work.

It separates the drilling scope from laboratory testing, engineering interpretation and statutory approval so that useful evidence is not weakened by an unclear chain of responsibility.
Start with the investigation question
Before selecting locations or booking drilling, record why the core is required and who will use the result. A service opening may need a location and completion record. A core taken for laboratory testing may need an engineer's investigation plan, controlled identification, particular dimensions and condition, and a documented transfer to a suitable facility.
A broad request to "check the concrete" is not a test plan. The responsible engineer, testing professional or other authorised project representative should define the property or condition being investigated, the evidence required and how the result will be assessed. The drilling quotation can then identify what Cutcore is responsible for and what must be supplied or approved by others.
Separate the four roles
- Project client or principal contractor: coordinates access, records, permits, site controls, approved set-out and the people authorised to make decisions.
- Engineer or investigation designer: defines the technical question, sampling rationale, locations, acceptance criteria and how test results will be interpreted where engineering assessment is required.
- Drilling contractor: performs the approved drilling scope, controls the drilling task, records agreed observations and transfers retained cores as instructed.
- Testing laboratory: receives and prepares samples, performs the specified test within its capability or accredited scope where required, and issues the applicable results.
A building certifier, council, asset owner, insurer or another authority may have a separate approval or evidence role. Their requirements should be confirmed for the actual project; they should not be inferred from a generic article or replaced by a contractor's marketing statement.
Agree a sampling plan before drilling
Where a core is intended for testing, the responsible engineer or testing professional should specify the information needed before the drilling location is changed or the sample is cut down, damaged, discarded or mixed with another core. Depending on the investigation, the plan may address:
- the element, drawing reference and reason each location was selected;
- the number, orientation and nominal dimensions of cores;
- areas, reinforcement, edges or defects to avoid or intentionally investigate;
- whether both drilling faces and the complete core need to be photographed;
- the test method, laboratory, packaging, transport and time constraints;
- what to do if the core is incomplete, damaged or differs from the assumed material; and
- who can authorise a changed location or replacement sample.
AS 1012.14 is one published method associated with securing and testing cores from hardened concrete. Its existence does not make it the correct or complete method for every investigation. If it or another standard is specified, the responsible engineer and laboratory should confirm the current edition, sampling plan, specimen requirements, preparation, conditioning, testing and reporting that apply. Cutcore should not invent universal dimensions, strength thresholds or correction factors.
Approve the location and manage drilling risk
Sample traceability does not replace safe set-out. Confirm the structural and post-tension information, services, access, orientation, far side and authority to approve every location. The drilling contractor should not move a sample to a more convenient position if that change would invalidate the investigation rationale.
Concrete scanning can reduce uncertainty about selected reinforcement, tendons and services, but results depend on the target, material, depth, congestion, access and interpretation. Core drilling also mechanically processes concrete. Workplace Health and Safety Queensland publishes task guidance for core saws and drills and the current crystalline-silica-substance processing framework. Site controls must reflect the task, selected plant and current requirements. Water, slurry, electricity, falling cores, hazardous materials, occupied areas and conditions on the far side also need to be planned.
Give every retained core a unique identity
Agree the identifier format before drilling so it can be used consistently on the site record, photographs, sample label, transfer form and laboratory submission. A useful field record may include:
- project and unique sample identifier;
- element, level, grid, marked location and drilling face;
- orientation and direction of drilling;
- nominal drilled diameter and recovered length;
- date and time, operator and approving contact;
- visible condition on recovery, without presenting observations as an engineering diagnosis;
- photograph references and any deviation from the approved plan; and
- the person or organisation receiving the core.
Marking needs to remain legible without contaminating or altering the part of the sample to be tested. The laboratory or investigation plan should state the acceptable label, container, moisture or temperature treatment, protection from damage and delivery timing. A generic drilling guide cannot prescribe those details for every test.
Protect the chain of custody
Chain of custody is the documented path from the identified location to the party performing the test. It is valuable whenever a decision depends on knowing which result belongs to which sample. Record each transfer, the date and time, the sender and receiver, the sample condition and any damaged seal, missing label or other discrepancy.
Do not place several unlabelled cores in one container and try to identify them later. Do not trim, cap, dry, soak or otherwise prepare a test sample unless that action is assigned to a competent party under the specified method. If a core breaks or the recovered length is different from the plan, quarantine the sample and obtain direction instead of quietly substituting a different location.
Check the laboratory's exact capability
Where the project requires accredited testing, confirm that the selected facility's current scope covers the exact material, determination, technique and test method—not merely that the business holds accreditation for some laboratory work. NATA's official accredited-organisation search allows users to search by business, standard, material, service, technique or procedure and review the listed scope.
The laboratory should confirm submission details and report any sample condition that affects the requested test. The test report records the laboratory result and qualifications within its scope. It does not automatically explain the cause of a defect or determine whether an entire building element is adequate.
Keep testing, interpretation and certification distinct
A result becomes useful when the responsible professional reviews it with the sampling rationale, drawings, concrete history, member geometry, reinforcement, loading, exposure, observed condition and other project evidence. One core may not represent a whole slab, wall, beam or structure. The number and position of samples cannot be selected from a universal marketing formula.

A certifier or other authority can then make any separate decision within their statutory or contractual role. Keeping these outputs distinct makes the evidence more defensible and avoids a false "pass" or "compliance certificate" from the wrong party.
Record the completed opening as well as the sample
The work area still needs a practical handover. Record the completed location, nominal opening dimensions and penetration path, visible edge condition, retained-core status, unexpected findings and cleanup. Identify who is responsible for reviewing the remaining element and for any repair, sealing, fire stopping, waterproofing, acoustic treatment, protection or service reinstatement.
If the drilling encounters an unexpected void, reinforcement arrangement, material, water path, damage or service, stop and escalate through the project's process. Do not convert an unexpected site observation into a structural conclusion or continue simply to preserve a planned turnaround time.
Core inspection and sample-handover checklist
- State whether the work creates an opening, obtains an investigation sample, or both.
- Identify the engineer, laboratory, approving contact and final recipient of each output.
- Provide the approved locations, drawings, photographs and sampling rationale.
- Confirm sample dimensions, orientation, identification and change-authority requirements.
- Confirm scanning, services, hazardous materials, access, far-side protection, silica and slurry controls.
- Obtain the laboratory's packaging, transport, preparation and submission instructions.
- Agree the drilling record, photographs, transfer record and post-drill handover.
- Define who interprets results and who has authority to approve any subsequent action.
Questions to ask before requesting a quote
Can Cutcore certify the strength or compliance of my concrete?
No. Cutcore can perform an agreed drilling scope and provide factual drilling and sample-transfer records. Laboratory testing, engineering interpretation and regulatory or contractual approval belong to the appropriately appointed parties.
Does every retained core need laboratory testing?
No. A core removed to create an opening may simply need controlled retention or disposal. If it is intended as evidence for an investigation, the test and handling plan should be defined before drilling.
Is a NATA-accredited laboratory enough?
Check the facility's current scope for the exact requested activity or test method and confirm the project requirement. Accreditation for an unrelated activity does not establish capability for a hardened-concrete-core test.
