Concrete cutting, drilling and breaking can transmit vibration through the tool, concrete and surrounding structure. The useful question is not whether a method is "vibration free"; it is what could be affected, which limits or precautions the project requires, how worker exposure will be managed and what happens if actual conditions differ from the plan.
This Brisbane and South East Queensland guide separates structural or environmental vibration from hand-arm vibration exposure. They may occur during the same work, but they require different evidence, assessment and controls. A cutting contractor should not invent a universal safe frequency, velocity, tool time or distance.
Identify every vibration-sensitive receiver
Before method selection, list the structures, finishes, services, equipment, people and operations that could be affected. Examples may include brittle finishes, heritage fabric, weakened or partly demolished elements, laboratories, imaging or manufacturing equipment, occupied tenancies, nearby residential buildings and workers using hand-held plant.
Record distance, connection through the structure or ground, existing condition, operating requirements and the consequence of an interruption. Two receivers at the same distance may respond differently because their construction, support, condition and sensitivity differ.
Assign the assessment and acceptance roles
- Client or principal contractor: identifies stakeholders, records, access, programme and coordination requirements.
- Structural engineer, vibration consultant, equipment specialist or other appointed adviser: defines project-specific criteria, baseline evidence, monitoring and interpretation where required.
- Cutting contractor: proposes the cutting or drilling method within the accepted scope, provides relevant plant information and follows the agreed controls and triggers.
- PCBU and employer duty holders: assess and control worker exposure, consult workers and maintain the plant and system of work.
- Authorised project representative: receives alarms or complaints, directs the response and releases work after a stop or change.
A contractor can report the method and observed conditions. It should not certify that vibration cannot damage a structure or declare worker exposure acceptable without the required evidence and assessment.
Gather baseline evidence before cutting
Where the consequence warrants it, the project may require a condition survey, photographs, crack or movement records, equipment-operating data, trial work or background vibration measurements. The appointed adviser should define the area, level of detail, timing and records so the baseline can be compared with information collected during and after the work.
Document other activities that may influence the evidence, including traffic, demolition, piling, plant, occupants, temperature changes and existing equipment. A new crack or alarm must be investigated rather than automatically attributed to or dismissed as cutting vibration.
Select the method from the complete task
Sawing, core drilling, wire sawing, grinding, splitting, breaking and robotic demolition interact with concrete in different ways. Plant mounting, blade or bit condition, reinforcement, material, cut depth, support, section movement, operator technique and surrounding structure can change the vibration transmitted. A method that reduces direct hand-tool exposure may still transmit energy into the workpiece.
Compare the complete system: setup and anchor points, access, water and slurry, noise, silica, services, support, lifting, cut sequence, duration and the follow-on removal. Do not choose a method from an unsupported claim that it is always "low vibration" or that wet cutting reduces structural vibration by a fixed percentage.
The selected equipment and consumables must be used within the manufacturer's current instructions. Output, feed, speed, depth and maintenance decisions belong in the competent operator's method for that plant and material, not in a generic public article.
Resolve structure and temporary conditions
Vibration planning does not replace structural approval. The responsible engineer or authorised party should approve cuts affecting structural or post-tensioned elements and define any temporary support, staged release, lifting or inspection. Movement of the cut section can create a greater event than the cutting process itself.
Use drawings, records and concrete scanning with stated limitations to reduce uncertainty about selected reinforcement, tendons and services. Plan project-specific monitoring
Monitoring may be appropriate where sensitive receivers, contractual limits, approvals or uncertainty justify it. The appointed specialist should specify:
- the quantity being measured and the applicable project criterion;
- instrument type, calibration, mounting, orientation and sample settings;
- monitoring locations and their relationship to the receiver and work;
- background, trial, continuous or periodic measurement requirements;
- alert and stop-work thresholds plus the difference between them;
- who receives an alarm, who interprets it and who can authorise restart;
- record format, time synchronisation, work log and retention; and
- the response to instrument failure, lost communication or changed conditions.
A number copied from another project is not automatically protective or relevant. Criteria can depend on the receiver, frequency content, duration, existing condition, regulatory or asset-owner requirements and the purpose of the assessment.
Use a trial and staged approach where warranted
A controlled trial can test access, method, support, cutting response, section handling, noise, slurry and monitoring arrangements before full production. Start at the location and scale approved by the project, keep the work log aligned with monitoring time and inspect the agreed receivers.
Staging creates opportunities to review results before the next cut or a change in plant, direction, support or material. A successful trial does not prove that every later location is identical, so define which changes require a new review.
Manage hand-arm vibration from tool evidence and exposure
Hand-arm vibration is vibration transmitted from work equipment into a worker's hands and arms. Safe Work Australia's current guide to managing hand-arm vibration recommends considering elimination or alternative methods, lower-vibration equipment, tool and accessory selection, maintenance, work organisation, information, training and review.
Workplace Health and Safety Queensland explains in its hazardous-manual-task risk guidance that risk increases with the duration and amplitude of whole-body or hand-arm vibration. The assessment should use relevant manufacturer, supplier or measured data for the actual tool, accessory, task and condition.
Do not turn a European action value quoted in an old article into a universal Australian legal limit or assume that rotating operators every fixed number of minutes controls exposure. Magnitude and duration both matter. Tool wear, attachments, material, grip, posture, temperature and the way work is organised can change exposure.
Use the hierarchy of control for workers
- Eliminate the hand-held vibrating task where the design or method can avoid it.
- Substitute a suitable process or plant with lower verified vibration for the actual task.
- Use mounting, isolation, support, automation or other engineering controls where suitable.
- Select and maintain tools, blades, bits and accessories using manufacturer information.
- Organise work to manage exposure time, force, posture, recovery and overlapping tasks.
- Provide information, training, supervision, symptom reporting and control review.
Safe Work Australia cautions that anti-vibration gloves have limited effectiveness for vibration transmission and can sometimes increase grip force. Gloves may still be needed for other hazards, but they should not replace higher-order vibration controls.
Keep vibration, noise and silica controls connected
Changing plant or method can also change noise, crystalline silica, water, slurry, electricity, access and section-handling risks. WHSQ publishes current workplace-noise guidance, the crystalline-silica-substance processing framework and task guidance for core saws and drills.
Wet cutting may be part of the silica-control approach but also requires water containment, electrical planning, slip control, collection and lawful slurry disposal. Noise and vibration are different hazards; reducing one does not prove that the other is controlled.
Define clear stop-work triggers
Stop and use the agreed escalation process for an instrument alarm, unexpected movement or cracking, changed sound or plant behaviour, damaged blade or bit, binding, loss of support, service conflict, failed control, occupant or equipment alarm, or a condition outside the design assumptions. Preserve the work and monitoring record so the responsible adviser can interpret what occurred.
Do not restart merely because the visible cut looks acceptable. Record the review, any changed method or limit, the person authorising restart and whether another trial or inspection is required.

Is diamond cutting vibration free?
No. Different methods can produce different vibration characteristics, but the effect depends on the plant, material, support, receiver and work. Use project evidence rather than an absolute claim.
