Safe concrete cutting is planned around the structure, hidden services, crystalline silica, plant, noise, electricity, water and slurry, access, other trades and the section being removed. A generic checklist, fixed equipment setting or contractor promise cannot replace the site risk-management process.
This guide provides general project-planning information. The person conducting a business or undertaking and the other duty holders for the project remain responsible for identifying and controlling risk, consulting and coordinating, and confirming the legal, engineering and site requirements that apply.
Define the cut and the responsibilities first
Confirm the location, dimensions, depth, orientation, required edge condition and what happens to the cut section. Identify whether the wall, slab, beam or other element is structural and whether engineering approval, temporary support, lifting or exclusion zones are required. The responsible project team should resolve these matters before work begins; a cutting contractor should not infer structural function from appearance.

Record who approves set-out, isolates services, controls the work area, supplies water and power, manages slurry, coordinates other trades and accepts the completed opening. Clear responsibility is especially important in occupied buildings, road environments, suspended slabs and areas above people or sensitive equipment.
Plans and scanning reduce uncertainty but do not remove it
Existing drawings, asset-owner plans and site information should be gathered before cutting. Those plans are one source of information; they do not describe every service embedded in a building slab or wall.
Concrete scanning can help identify reinforcement, post-tensioning and selected services where the method and site conditions allow. Results have limitations. Access, depth, congestion, material, calibration and the operator's interpretation can affect what is found. Mark findings and confidence on the work area, resolve uncertain zones and do not market scanning as a guarantee that every concealed item has been detected.
Use the current Queensland crystalline-silica framework
Cutting, drilling, grinding and other mechanical processing of concrete can generate respirable crystalline silica. Queensland introduced stronger requirements for processing crystalline silica substances from 1 September 2024. The official Workplace Health and Safety Queensland guidance defines a crystalline silica substance and explains the required risk-control process.
Controls may include elimination or substitution where reasonably practicable, isolation, enclosed plant, water suppression, local exhaust ventilation, on-tool extraction or a suitable combination. The controls must match the task and be correctly set up, used, maintained and reviewed.
WorkSafe Queensland also publishes task guidance for core saws and drills. Wet cutting with water integrated into the machine can be an effective engineering control, but water flow must be sufficient to minimise visible dust and the complete control set must follow the applicable guidance and site assessment.

Do not copy a universal water flow, extractor capacity, respirator class or health-monitoring trigger from a marketing article. Requirements depend on the material, tool, task duration, location, controls, exposure information and current Queensland rules. Respiratory protective equipment is not a substitute for higher-order controls and must be selected, fitted, used and maintained under the site programme where it is required.
Select and operate plant from the real task
The saw, drill, blade or bit must suit the material, reinforcement, depth, orientation, access and power or water supply. Use the equipment and consumable manufacturer's current limits rather than a generic RPM, blade type, feed pressure or maximum depth.
- Inspect guards, mounts, blades or bits, hoses, leads, controls and water or extraction components before use.
- Confirm the plant is stable and the work area provides safe operator position and escape space.
- Isolate the area from people who are not involved in the task.
- Plan how cores, panels and cut sections will be supported, restrained, lifted and removed.
- Stop and reassess when the material, reinforcement, service information or equipment behaviour differs from the plan.
No article can specify that one blade style is mandatory for all reinforced concrete or that a particular speed and pressure is safe across every tool. Follow the machine, blade and bit documentation and the competent operator's site-specific method.
Manage noise as an exposure, not a guessed decibel
Concrete cutting can create hazardous noise, but the actual exposure depends on the plant, environment, distance and time across the work shift. Workplace Health and Safety Queensland's current noise guidance sets out the risk-management approach and the Queensland audiometric-testing requirements that changed on 29 July 2025.
Use elimination and engineering or isolation controls before relying only on hearing protection. Coordinate noisy work, restrict access, consider other workers' cumulative exposure and arrange competent assessment where required. Hearing protection must suit the wearer and task and be used and maintained correctly.
Water and slurry create additional hazards
Wet methods can reduce airborne dust but create slurry, wet electrical conditions and slip or drainage risks. Plan the water source, electrical protection, containment, collection, transport and lawful disposal before cutting. Do not allow slurry to dry and become a new dust source, enter an unsuitable drain or contaminate occupied finishes and equipment.
Where dry controls are proposed, confirm the equipment, filtration, maintenance and task-specific evidence required by the current silica framework. Visible dust, a failed hose, loss of extraction or a damaged guard is a reason to stop and restore effective controls rather than continue to meet a programme.
Coordinate complex and occupied sites
- Confirm permits, inductions, isolation and communication requirements.
- Tell adjacent trades when and where cutting will occur and how access is restricted.
- Protect openings, edges and areas below suspended work.
- Plan manual handling or mechanical lifting for cores and cut sections.
- Separate dust, slurry, noise and vibration controls from unrelated work.
- Record set-out changes, unexpected reinforcement or services and the completed opening.
Vibration, structural response, traffic control, confined-space conditions, work at height, hazardous materials and environmental controls may require additional competent advice. The absence of visible damage or dust is not proof that every risk has been controlled.
Information to provide for a useful cutting proposal
- Drawings, photographs and approved cut dimensions.
- Element type, thickness and structural or temporary-works information.
- Known reinforcement, post-tensioning, services, scanning and asset-plan records.
- Access, work height, occupied areas and what is above, below and beside the cut.
- Power, water, ventilation, noise, dust and slurry constraints.
- Required finish, removal responsibility and handover checks.
- Programme, staging, permits and coordination with other trades.
Concrete cutting safety questions
Does wet cutting remove the need for respiratory protection?
Not automatically. Wet cutting is one engineering control. The complete control set and any RPE requirement depend on the applicable guidance, material, task, location, exposure evidence and site risk assessment.
Does concrete scanning guarantee a service will not be struck?
No. Scanning can reduce uncertainty, but drawings, asset information, scanning methods and site access all have limitations. Findings must be interpreted and incorporated into an approved cutting plan.
Can one safety checklist cover every concrete cut?
No. A checklist can prompt planning, but the method and controls must reflect the structure, services, plant, environment, people and project responsibilities.
